Neil is a senior adviser in the Arms Unit, Department of International Law and Policy, at the International Committee of the Red Cross (ICRC) headquarters in Geneva. His current focus is on the implications of new technologies for armed conflict and for international humanitarian law – the law of war. He leads the ICRC’s contribution to UN debates on autonomous weapons and has represented the organisation at various multilateral disarmament discussions.
Prior to joining the ICRC in 2011, Neil was Senior Policy Adviser for international security and diplomacy at the Royal Society, the UK’s national academy of science, and a researcher on arms control issues at the University of Bradford. A biologist by initial training, he holds a PhD in Peace Studies.
